To make sure the Announcements forum is readable log into phpBB administration. On the left side look for "Forum Permissions." Select the "Announcements" forum and "Look Up Forum." Select "Advanced Mode."
Across the top you'll see "View Read Post Reply Edit Delete Sticky Announce Vote" and "Poll Create."
For "View" and "Read" select the permissions you want for either "All" (all can view and read) or "Reg" (registered users only can view and read).
For the rest of the headings select the permissions you want to give to your staff.
